The 1998 2.0 liter engine Golf uses a speedometer cable. If the cable snaps, neither the speedo or odo work.
Remove the handfull of screws that hold the speedometer gauge cluster. Tilt the steering wheel down and pull back to get enough room to remove the cluster. The speedometer cable attaches to the back. (You may have to reach up from underneath the dash to undo it.) The other end is attached to the transmission.

You could take it to a dealer and they will know what to do.
(I don’t know if I would complain if my odometer didn’t work)
