My fiance’s dad is currently building a golf course in California. As far as I know, the first step to building a golf course is aquiring the land to do it, then getting all the proper permits from the community in order to build. After you get all the permits and clear the land and hire someone to design all your holes, you hire and engineer and architect and begin building.
